Secretary's letter notifying such sanction is on record in the Treasury, the Treasury and the Audit Office. I cannot find that it was reported to the Secretary of State, but presume that it was overlooked as a matter of minor importance.
Send however the correspondence on the subject.
I trust the explanations now given may be satisfactory.
I will instruct the several Treasury Officers concerned to observe in future the points now brought to notice.
One other point it occurs to me to touch upon, and that is the contribution to the Superannuation Fund; and I beg to call attention to Mr. Pennie's remarks on this subject.
Mr. Mercer has spoken to me on this matter, and proposes as soon as he can find leisure to lay before you the terms and effect of Sir Charles Staveley's letter inclosed; in Ford Elgin's Despatch No. 23 of 21st April 1868.
